The European Commission has put together a new site comparing mobile roaming tariffs across EU countries. Their aim is to make tariffs more transparent so that consumers can compare and choose the best network operator for their needs.

In the FAQ it states that for the high roaming charges, "the European Regulators Group has pointed out that these cost differences often do not clearly justify the level of the retail charges".

Unfortunately, the site does not cover data roaming. However, it’s a good site if you predominantly use voice abroad.
