Nokia previously said…

"In the forthcoming 3rd Edition Feature Pack 2, widgets will enable smartphone users to have instant and easy access to essential and commonly used Web 2.0 services."

… that tends to suggest that separate installable runtimes won’t become available for earlier phones - which means it’s emulation only until S60 3rd FP2 phones ship.
