Why is 3rd Party iPhone Software Development Possible?

iphone.jpgFollowing on from my post on Final Fit, Finish and Testing, I have been wondering about Apple’s choice to have the iPhone closed to 3rd party development and the recent hacking by 3rd parties to allow native applications to be run on this phone.

"When asked about the iPhone’s closed development platform and whether the company recognized the need of large institutions to build their own applications for the handset, Jobs replied that Apple was "wrestling" to balance the requirements for security and stability with the desire for custom application development."

If Apple really wanted a ’secure and stable’ phone then why didn’t they make it harder for 3rd parties to write their own software? Why haven’t phone OS updates plugged the gaps that 3rd parties are exploiting? I can’t see it would be that hard to instigate some secure scheme whereby only applications that come with the phone can be run.
