There’s an interesting paper at New Media Edge on on device portals. In my opinion, this paper down-plays the technical problems involved with on device portals.

Firstly, many phones simply do not have the correct settings to be able to download content and access content servers. Most people will have given up before they even launch the portal application. Secondly, reaching a large audience necessitates the use of Java ME. Adapting and testing Java ME across a large number of possible end-user devices is usually financially prohibitive.
